Full list of 82 CBN-approved BDC operators

THE Central Bank of Nigeria (CBN), on Monday, granted final licenses to 82 Bureaux De Change operators (BDCs) with effect from November 27, 2025.

This, accprding to the CBN, was in exercise of its powers under the Bank and Other Financial Institutions Act (BOFIA) 2020, and the Regulatory and Supervisory Guidelines for Bureaux De Change Operations in Nigeria 2024 (the Guidelines).

According to the CBN spokesperson, Ms Hakama Sidi Ali, only BDCs listed on the bank’s website were authorised to operate from the effective date.

“While the CBN will continue to update the list of Bureaux De Change with valid operating licences for public verification on our website (www.cbn.gov.ng), the Bank advises the general public to avoid dealing with unlicensed Foreign Exchange Operators,” she said.

“For the avoidance of doubt, operating a Bureau De Change business without a valid licence is a punishable offence under Section 57(1) of the Banks and Other Financial Institutions Act (BOFIA) 2020,” she said, urging members of the public to note and be guided accordingly.

Background

In February 2024, the CBN unveiled the Revised Regulatory and Supervisory Guidelines for BDC operators in Nigeria.

The guidelines revised the permissible activities, licensing requirements, corporate governance and Anti-Money Laundering/Combating the Financing of Terrorism (AML/CT) provisions for BDCs. It also set out new record-keeping and reporting requirements for operators.

The updated regulation contained numerous modifications to the guidelines governing BDC activities within the nation. Under the guidelines, operators were classified into tiers. Tier 1 operators were mandated to maintain a minimum share capital of N2 billion and also submit a Mandatory Caution Deposit of N200 million.

Tier 2 operators were required to possess a minimum share capital of N500 million and maintain a Mandatory Caution Deposit of N50 million.

BDC licences are renewable annually, subject to compliance with laws and regulations applicable to BDCs and the payment of the non-refundable annual licence renewal fee, which is N5 million for Tier 1 operators and N1 million for Tier 2, the CBN noted.
